LoRa Alliance è entusiasta della recente decisione del governo italiano che abilita il progresso dell’IoT in Italia aprendo la strada affinché LoRaWAN® possa operare a pieno regime. Con questa nuova sentenza e a partire dal 15 settembre 2020, l’Italia apre a pieno regime agli investimenti su LoRaWAN. Dopo anni di forte impegno da parte del gruppo di lavoro regolatorio di LoRa Alliance insieme ad A2A Smart City, Everynet e Unidata, l’Italia ha recentemente rimosso i vincoli alla piena implementazione delle reti LoRaWAN.
Grande soddisfazione per l’entrata in legge del “Decreto Semplificazioni”, che contiene l’emendamento presentato al Senato dalla Senatrice Maria Laura Mantovani, è stata espressa dalle tre aziende operanti in Italia e aderenti a LoRa Alliance. L’emendamento consente infatti il passaggio a un modello autorizzativo permanente, sbloccando finalmente gli investimenti nel settore IoT perché la tecnologia LoRaWAN non è più soggetta a restrizioni.
Cronistoria
Sebbene ampiamente conosciuto in Italia, può risultare sorprendente il fatto che fino a settembre 2020 ci siano state alcune restrizioni sulle reti LoRaWAN in Italia. Nonostante sia parte dell’Unione europea (UE) e la stessa UE abbia dato il via libera all’uso della frequenza EU868 per LoRaWAN nel 2016, l’Italia ha mantenuto nel tempo alcune limitazioni legate a potenziali problemi relativi all’interferenza con altre reti esistenti che utilizzano lo stesso spettro per applicazioni legate alla pubblica sicurezza nazionale.
Sebbene le reti LoRaWAN fossero già consentite prima d’ora, queste erano soggette a limitazioni temporali sostanzialmente connesse alla verifica di potenziali problemi di interferenza, questioni sino ad ora limitanti per consentirne l’uso illimitato. Tutte le licenze erano infatti limitate a 6 mesi, rendendo rischiosi investimenti importanti in infrastrutture e rallentando l’implementazione e l’adozione di LoRaWAN nel Paese. Allo stesso tempo, il Ministero dello Sviluppo Economico, che sovrintende alle telecomunicazioni, stava lavorando ad una revisione delle autorizzazione e dello spettro in generale.
Dopo anni di lavoro e di test, gli esperimenti effettuati dal 2016 ad oggi, insieme agli studi condotti da tutti gli stakeholder, hanno dimostrato la piena compatibilità delle tecnologie di rete a bassa potenza (LPWAN) con altri dispositivi nella banda 863-870 MHz intervallo di frequenze. Insieme alla gamma 915-921 MHz, sono utilizzati dal Ministero della Difesa per la difesa militare e nazionale e, secondariamente, da altri stakeholder dello spettro ivi inclusi utenti pubblici e privati, militari e civili, sancendo la possibilità che usi pubblici e privati possano coesistere nei suddetti range di frequenze.
Accelerare l’IoT in Italia
Come spiegano A2A Smart City, Unidata ed Everynet, questo sviluppo fornisce definitivamente la semplificazione amministrativa nel settore IoT e apre il mercato all’adozione massiccia di dispositivi IoT. La nuova legge stimolerà un’ulteriore accelerazione per gli investimenti innovativi e l’implementazione di nuove soluzioni. Molte multinazionali avevano già in precedenza guardato al mercato italiano dell’IoT con grande trepidazione. Ora possono concentrarsi su tutti i settori di punta, come la manifattura, il turismo, la sanità, l’agricoltura e, soprattutto, il settore dei servizi di fornitura di energia, gas e acqua. Questi mercati dovrebbero essere i primi per l’applicazione della tecnologia LoRaWAN, con miliardi di euro pronti per essere investiti. Comprovate storie di successo globale, come il tracciamento dei beni e la misurazione delle forniture di gas e acqua implementate in Brasile, il calcolo dei consumi di elettricità in Indonesia e la gestione intelligente dei rifiuti in Islanda, possono essere replicate in modo conveniente in tutto il Paese.
“Il via libera legale è finalmente giunto anche in Italia”, ha sottolineato Patrizio Pisani, Responsabile R&D di Unidata. “Introduce una fondamentale semplificazione amministrativa nel settore IoT per le soluzioni tecnologiche LPWAN che richiedono le frequenze 863-870 e 915-921 MHz. La semplificazione elimina il termine di sei mesi e la relativa incertezza normativa. Consente investimenti nella tecnologia LoRaWAN in settori strategici come lo smart metering da parte delle aziende idriche, potenziale volano per la ripresa economica e lo sviluppo del Paese, nonché Smart City e agricoltura intelligente”.

LoRa Alliance® members A2A Smart City, Everynet and Unidata supported the new “Decreto Semplificazioni” law and the amendments of Senator Maria Laura Mantovani that now enable permanent low power wide area network (LPWAN) Internet of Things (IoT) deployments in Italy.
The LoRa Alliance is thrilled by the recent decision of the Italian government to turbocharge the advancement of IoT in Italy by opening commercial LoRaWAN® deployments and enabling large variety of new IoT applications. With this new ruling on September 15, 2020, Italy enabled business where LoRaWAN is concerned. After years of strong effort by the LoRa Alliance alongside member companies A2A Smart City, Everynet, and Unidata, Italy recently removed constraints on the full deployment of LoRaWAN networks.
The three LoRa Alliance member companies driving this effort in Italy expressed great satisfaction for the passage into law of the “Decreto Semplificazioni,” which contains the amendment presented in the Italian Senate by Senator Mantovani. The amendment removes the temporal restrictions to LoRaWAN and allows the transition to a permanent authorization model, finally unblocking investments in the IoT.
A bit of history is informative
Although part of the European Union (EU) greenlighted use of the EU868 frequency for LoRaWAN back in 2018, Italy put limitations in place while it examined potential issues around interference with defense and other existing networks using the same spectrum. While LoRaWAN networks were permitted, they were subject to regulations imposed by the Ministry of Defense, which wanted to understand whether there were any potential interference issues before allowing unlimited use. All licenses were restricted to 6-months, making risky major investments in infrastructure and slowing down deployment of LoRaWAN in the country. The experiments and studies carried out since 2016 have demonstrated the coexistence of low power wide area network (LPWAN) technologies with other systems (including military/defense, public/private uses) in the 863-870 MHz frequency band.
Accelerating the IoT in Italy
As A2A Smart City, Unidata, and Everynet explain, this change in regulation definitively provides administrative simplification in the IoT sector and opens the market for the massive adoption of IoT LPWAN applications. The new law will accelerate the investments in innovation and the implementations of new IoT solutions. Before multinational companies had looked at the Italian IoT market with trepidation. Now, they can focus on business IoT services for manufacturing, tourism, healthcare, agriculture, and, above all, the energy, gas, and water supply service sector. These markets are expected to be the first markets for LoRaWAN, with billions of Euro ready to be invested. Proven global success stories, such as asset tracking and gas and water metering implemented in Brazil, electricity metering in Indonesia, and smart waste management in Iceland, can be replicated cost-effectively across the whole country.
“The legal green light is finally also in Italy,” underscored Patrizio Pisani, Head of R&D at Unidata. “It introduces a fundamental administrative simplification in the IoT sector for LPWAN technology solutions that require the frequency ranges 863-870 and 915-921 MHz. The simplification removes the six-month time limit and its related regulatory uncertainty. It enables investments in LoRaWAN technology in strategic sectors such as smart metering by water utilities, a potential driving force for economic recovery and development of the country, as well as smart cities and smart agriculture.”
